Sean is the County Council's Section 151 Officer and is responsible for the Council's Strategic Financial Planning and Reporting in relation to its annual budget of over £400 million. Working alongside and supporting all areas of the County Council, Sean supports the County Council in understanding the value for money of its services as well as ensuring the County Council maximises its use of resources through the use of innovative financing solutions. Sean oversees the Strategic Financial Planning and Reporting for the County Council's £100 million annual Capital Programme as well as managing £2 billion of investments in the Worcestershire County Council Pension Fund.

Sean commenced his career in Accountancy by joining Price Waterhouse in 1998 following a year in Private Client Stockbroking. Sean worked within the specialist Public Sector Audit and Advisory practice of the merged PricewaterhouseCoopers (PwC) for 12 Years until 2010 in a variety of roles. These included internal and external audit and consulting on Private Finance Initiative procurements and governance structures. During his time at PwC Sean became the Group Manager for the Midlands Practice, was the lead for Public Sector capital and governance work in the Midlands and managed a number of large contracts on behalf of the firm both locally and nationally including the national Audit Commission contract and Assurance work on behalf of London Underground. Sean moved into the NHS in 2010 as the Deputy Director of Resources at the Solihull NHS Care Trust responsible for the delivery of Community Health Services on behalf of the NHS and Adult Social Care on behalf of Solihull Council. Sean joined Worcestershire County Council in 2010 as the Head of Corporate Financial Strategy before becoming the Chief Financial Officer in June 2014.
In addition to these roles, Sean has served on the CIPFA Midlands Council since 2005 and was the CIPFA Midlands President between 2012 and 2014. Sean now is a member of the national CIPFA Council and in the past has been a Governor of one of the largest further education colleges in the UK, the Birmingham Metropolitan College, ending his time there in 2010 as the Chair of the Audit Committee.
Sean is also a dedicated supporter of Southend United Football Club which can be considered a career in itself too!
